Duties

WHAT IS THE TAXPAYER SERVICES (TS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services, Customer Account Services, Submission Processing Headquarters, eFile Services in either BMF, DSB, ESS, IES or IMF Branches. The following are the duties of this position at the full working level. Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Leads or serves as a team analyst or advisor overseeing team members, project leaders, and/or project support personnel. Develops long-range program plans, goals, objectives, and milestones. Identifies and develops ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives. Researches and investigates new or improved business and management practices for application to operating programs. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-09: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal Service. Examples of specialized experience includes: Experience applying IRS functions, programs, policies, regulations, procedures, and operations to conduct reviews; Experience recognizing tax issues and enforcement changes in order to assist with developing new or revise existing procedures or products for assigned programs; Experience applying analytical and evaluative methods in order to assist with developing new approaches to existing programs such as compliance, accounts management and/or stakeholder outreach and education functions; Experience applying the principles of project planning, program and process analysis to assist in developing, designing, and implementing new or revise existing policies and procedures; Experience in oral communication to present plans and proposals to individuals and groups, including managers and internal and external stakeholders. Experience in written communication to prepare reports, and document findings and conclusions. In addition, your experience must include assisting with technical program and procedures. Experience contributing to decision packages, studies, and recommendations. Experience building and maintaining relationships with internal and external stakeholders to leverage resources and foster compliance of tax law. OR EDUCATION: A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree in a related field of study, or LLB or JD, if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. OR EDUCATION: A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in accounting, auditing, taxation, business administration, law or other related fields, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE GS-12: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Examples of specialized experience includes: Experience applying IRS functions, programs, policies, regulations, procedures, and operations to conduct reviews; Experience recognizing significant systemic tax issues and enforcement changes in order to develop new or revise existing procedures or products for assigned programs; Experience applying a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or stakeholder outreach and education functions; Experience applying the principles of project planning, program and process analysis to develop, design, and implement new or revise existing policies and procedures; Experience in oral communication to present plans and proposals to individuals and groups, including top-level managers and internal and external stakeholders. Experience in written communication to prepare a variety of reports, disseminate policy information, and document findings and conclusions. In addition, your experience must include providing guidance, and serving as a technical program and policy expert. Experience contributing to decision packages, studies, and service-wide impact recommendations. Experience building and maintaining relationships with internal and external stakeholders to leverage resources and foster compliance of tax law. SPECIALIZED EXPERIENCE GS-13: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Examples of specialized experience includes: Experience applying IRS functions, programs, policies, regulations, procedures, and operations to conduct reviews; Experience recognizing significant systemic tax issues and enforcement changes in order to develop new or revise existing procedures or products for assigned programs; Experience applying a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or stakeholder outreach and education functions; Experience applying the principles of project planning, program and process analysis to develop, design, and implement new or revise existing policies and procedures; Experience in oral communication to present plans and proposals to individuals and groups, including top-level managers and internal and external stakeholders. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
