This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA- Business & Technical Management Career Path (AcqDemo only) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as a contract specialist performing pre-award functions for procurements involving complex studies and services of various types. Includes professional advisory and assistance services, commodities, equipment, IT, and other commercial items with various contractors. Serves as a primary point of contact for program officials providing advice on procurement milestones and objectives and assisting in the development of advance acquisition planning. Provides assistance and guidance to less experienced contract specialists on the full range of pre­award and post-award matters. Develops negotiation objectives and makes competitive range determinations. Addresses inquiries from prospective contractors concerning solicitation requirements and schedules. Expediently resolves contract audit recommendations while fully protecting the government's interests. Performs the full range of contract administration actions, including the issuance of modifications, incorporation of changes, the exercise of options, investigation, and resolution of contractor or government delays, and similar matters. Administers long-term, multi-year, complex contracts for procurements of highly specialized commodities, equipment, and services. Advises the Branch Chief concerning technical aspects of unique or highly complex contract administration issues. Serves as an advisor to project/technical personnel in contract planning meetings on the objects to be employed and assists in the preparation of statements of work, acquisition plans/milestones, and source selection plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • This position requires Practitioner certification in Acquisition Career Field Contracting or the incumbent must be able to obtain certification within 60 months of appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees -OR- Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Examine contractual agreements for accuracy and compliance with regulatory guidance. 2) Negotiate contractual terms to ensure specifications, scheduling and/or delivery are executed timely. 3) Implement contractual regulatory guidance and/or processes for the procurement of goods and services. 4) Perform pre-award and/or post-award procurement functions for the administration of acquisition programs. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
