The Michael E. DeBakey VA Medical Center (MEDVAMC) located in Houston, Texas, is recruiting a full time Deputy Chief of Staff. MEDVAMC is a large multi-specialty facility affiliated with Baylor College of Medicine (BCM) Anesthesiology Residency Program, Baylor College of Medicine Student Registered Nurse Anesthetists (SRNA) program, Baylor College of Medicine (BCM) Medical School, and University of Texas Student Registered Nurse Anesthetists (SRNA) program.

Duties

Serves as a member of key health care system managerial bodies including serving as a member of the organized medical staff, attending its meetings, and helping to ensure adherence to its bylaws, rules and regulations. Supervises employees to accomplish the work of the organization. This involves assigning work, strategic planning, mentoring, educating, and performing personnel management functions - e.g., leave administration, labor management requirements, disciplinary actions, proficiencies, etc. Works as a member of the Senior Management Team, which is responsible for overall leadership, policy, planning, budget, operations, and performance of the organization. Works with multiple clinical and administrative service line leaders across multiple locations to set performance standards, formulate strategic plans, implement policy, perform ethical decision-making, implement systems redesign, submit timely budgets, guide clinical performance improvement, ensure quality outcomes and high patient satisfaction, guide costeffective/ efficient service delivery, and manage professional staff matters. Leads or is an active member of various task groups and committees that address clinical issues at the local, VISN, and national VHA level. Coordinates and integrates programs into a comprehensive package of services to meet the needs of patients and providers by establishing policies, procedures, and guidelines to ensure quality and comprehensive services. Guides management administrative matters affecting patient care, education, research, and organizational policy. Contributes to the strategic mission, vision, values, and goals of the MEDVAMC. Has direct patient care responsibilities within his/her area of clinical expertise. Sept. 2024 Responsible for delivering high quality, cost-effective, patient-centered care while meeting or exceeding performance goals and meeting highest ethical standards. This individual will serve as a change agent, promoting change to the facility quality, cost effective patient care. Works with Fiscal Service, Business Office, Human Resources Management Service, and as a full member of the Executive Leadership Team. Assists in specific responsibilities to preside over the medical staff and assure clinical excellence, uniform standards of practice, education, and research. Assists the COS with many of the VHA clinical and administrative directives to ensure they are appropriately translated into relevant local policies and appropriately executed. Assures the overall quality, appropriateness, and timeliness of patient care delivered by all members of the medical staff. Participates in strategic planning, resource allocation and performance improvement activities. Ensures participation of the medical staff in performance improvement activities. Assists in ensuring patients receive quality care in a timely and courteous manner. Ensures that all patients receive quality, preventive health care through screening, counseling and education. Ensures that when symptoms and/or signs occur, each patient is fully and appropriately assessed, treated for illness, and followed-up. Assists in ensuring that all medical staff (ancillary staff, pharmacy, nursing mental health and medical/surgical providers are knowledgeable and provide appropriate psychosocial care and counseling to patients. The Facility Deputy Chief of Staff - Operations is expected to maintain clinical workload in his/her specialty of clinical care. Work Schedule: Monday-Friday, 8:00am-4:00pm

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Education

1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
