Duty Location: Provo, Utah
This position is concurrently open to all U.S. Citizens under Announcement Number BOR-UCB-25-12605114-DE-OPM.
Duties
This position is located in the Construction Management Group, Field Engineering Division, Provo Area Office. The primary purpose of the position is to plan and execute various activities associated with the construction management program for the Provo Area Office, which has potential implications for the life, safety, health, or welfare of the general public within the vicinity of the Provo Area Office controlled structures.
Duties include, but are not limited to:
Inspect contractor's operations, plans and specifications to ensure compliance with engineering standards and methods.
Prepare reports related to construction progress and completion, inspections, and contracts.
Communicate with contractors, staff, and public works personnel for scheduling, conflict management and resolution, and contract negotiation.
Compile field data and facts to accurately prepare inspection, field, and progress reports.
Perform pre-bid and contractor submittals review for technical adequacy and compliance with contract requirements.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing three (3) of the following: 1)inspecting construction projects for compliance with contractual documents, specifications, and codes; 2) interpreting data from a variety of sources such as plans, contract drawings and specifications; 3) enforcing construction industry and safety standards on construction projects; 4) resolving conflicts and disputes related to contract requirements or contractor performance; and/or 5) conducting inspections of structural concrete including pipeline large dam embankment construction, canal and canal lining construction, earthwork, reinforced concrete work, tunneling, and road and bridge construction.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level.
Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
