You will serve as an EXPLOSIVES SAFETY SPECIALIST in the OPERATIONS DEPARTMENT of NAVWPNSTA SEAL BEACH. Salary range: GS-9: $69,729 - $90,647 per annum GS-11: $84,366 - $109,673 per annum

Duties

You will advise others on explosives safety standards, practices, and/or procedures to minimize potential safety hazards. You will administer and/or evaluate an explosives safety program to oversee the safe and efficient handling, storage, transportation, disposal, and/or treatment of explosives. You will mentor personnel to meet policy and regulations requirements for explosives safety qualifications and certification. You will collect and/or review mishap data to recommend ways for reducing or eliminating explosive mishaps. You will communicate orally with command officers, department heads, division leaders, and the Executive Director to provide advisory services. You will prepare written inspection results to document and maintain record of deficiencies and corrective actions and verify corrective actions are being taken.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license. Work requires employee to drive a vehicle and to commute to other sites and between facilities as required.
  • Work requires travel away from the normal duty station on a periodic basis.
  • Employee is required to meet training requirements identified in the Explosives Safety Community Management Plan for 100 level as part of the Individual Development Plan as established by the Supervisor.
  • Position requires satisfactory completion explosives safety courses, IAW (NAVSEA OP-5).
  • Upon assignment the employee must complete the training or recertification within 24 months. If employee does not satisfactorily complete or maintain recertification, employee will be subject to removal/reassignment.
  • This is a bargaining unit position.
  • Weekend and after-hours work may be required.

Qualifications

FOR THE GS-11 POSITION Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, organizing, and providing training on the explosives safety program for the installation; 2) Ensuring compliance with explosives safety policy and regulations; 3) Identifying potential explosives safety hazards/threats and recommending procedures to minimize or eliminate the hazard/threat; 4) Performing periodic/unscheduled inspections of facilities (both explosive handling and non-explosive handling), warehouses, and equipment maintenance operation areas to ensure compliance with explosive safety standards; and 5) Advising others on explosives safety standards, practices, or procedures to minimize potential safety hazards. FOR THE GS-09 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring compliance with explosives safety policy and regulations; 2) Conducting periodic explosives safety inspections of facilities, equipment, and operations to determine compliance with safety directives; and 3) Reviewing plans for new construction or building alterations to ensure compliance with safety codes and standards. Have successfully completed a Ph.D. or equivalent doctoral degree.

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

Have successfully completed an LL.M. if related to the position.

Have a combination of experience and education that when combined, is equivalent to 100% of the qualification requirement.

FOR THE GS-09 GRADE LEVEL:
Have successfully completed a Master's. or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher level graduate education leading to a Master's or equivalent degree.
OR
Have successfully completed an LL.B. or J.D. if related to the position.
OR
Have a combination of experience and education that when combined, is equivalent to 100% of the qualification requirement.
