The primary purpose of this position is: To serve as a Pacific Air Forces Watch Center (PAFWC) Duty Officer, and Current Operations Analyst within Headquarters, Pacific Air Forces (PACAF).
Duties
Provides expert guidance and contextual understanding of events on the full-range of complex military and civil-military issues impacting the Pacific Theater and PACAF.
Certified PAFWC Duty Officer as a member of the Pacific Air Forces Watch Center.
Prepares and provides oral and written communication suitable for senior leaders to include Commander, Pacific Air Forces.
Ensures Chief of Staff possesses highly trained and capable PAFWC and Battle Staff members to provide well analyzed, timely information regarding Air Component operations during a crisis.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
This is a Term position NTE __03 NOV 2028___; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of National Security Strategy, National Defense Strategy, National Military Strategy, and the relationship of the various Air Force entities involved in overall planning and execution of operations in support of these strategies; comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; thorough knowledge of capabilities, weapons systems, size and structure of allied/partner air forces.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of PACAF operations that enable the incumbent to analyze, articulate, and advocate for INDOPACOM and Air Force mission objectives.
2. Knowledge of DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships to facilitate effective advancement of PACAF capabilities with staff experience at MAJCOM, HQ USAF, CJCS, and/or OSD is essential.
3. Knowledge of Presidential Executive Orders, Homeland Security Presidential Directives, Department of Homeland Security, and Federal Emergency Management Agency documents, safety and security regulations, practices, procedures, policy, and guidance related to continuity and readiness, emergency preparedness, and the National Incident Management System (NIMS).
4. Knowledge of DoD Directives and Instructions, Joint Staff Policies, and Air Force Policies, doctrine, regulations, and procedures, with extensive knowledge of command and control, crisis action processes and procedures, continuity of operations, readiness, emergency preparedness, incident management, and pandemic/disease containment.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, work effectively under the pressure of tight time frames and rigid deadlines, and package the process in briefings, papers, or reports suitable for Air Staff senior civilian and general officer decision-making.
6. Ability to plan, organize, and direct the functions and staff of a small- to medium-sized organization. Ability to communicate effectively, both orally and in writing, in order to articulate and advocate Air Force positions with respect to mission set for general officer review, and facilitate the condensing of extremely technical input into laymen's terms without altering basic content.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
