This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Duties

The principal role is to provide psychotherapy services as a member of the outpatient PTSD Clinical Team (PCT) within Behavioral Health Service (BHS). Functions vary based on grade. At the GS-11 grade level of this assignment, responsibilities include: Provides a variety of direct psychological treatment services addressing the complex psychosocial issues faced by the Veteran patients served in outpatient PCT. Provides assessment, evidence based treatments for PTSD within the PCT. Assists Veterans in crisis, in collaboration with the Suicide Prevention Team, General Mental Health, other Behavioral Health Service programs, Emergency Department, and others. Facilitates referrals for patients in crisis, when indicated. Maintains a caseload of patients. Serves as an active member of the PCT and an interdisciplinary BHS treatment team that develops, implements, evaluates, and updates individualized treatment plans for identified Veterans seeking care through various BHS outpatient programs. Provides occasional coverage for other areas of activity within BHS or coverage while other staff is on leave. Records clinical information in the patient's medical record according to prescribed standards. Collects and maintains required statistical information. Participates on a variety of service and facility committees, task groups, or special projects groups as assigned by Supervisor or BHS Chief. May provide training opportunities and either direct or indirect supervision of graduate Social Work or Mental Health Counselor students or other related human services students as directed by the Supervisor or BHS Chief. Uses word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text, formatting letters, reports, and memoranda; and transmitting and receiving e-mail. Uses the Veterans Health Information and Technology Architecture (VistA) to access information in the Medical Center Computer System. Maintains tracking system for special projects, and ongoing data requirements. Attends appropriate educational programs, seminars, etc. Participates in an evidence based psychotherapy training sponsored by the VA will be expected, as will completion of the consultation requirements. Facilitates utilization of resources by assessing eligibility and making referrals to a variety of VA resources and community agencies for assistance with social, emotional, financial, and physical problems. Coordinates placements in therapeutic housing and other placement options including domiciliaries, state soldier's homes, and community residential alternatives. TRANSCRIPTS WITH CONFER DATE REQUIRED Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. COPY REQUIRED FOR GS-11 Exception. VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure. This exception only applies up to the full performance level. For grade levels at or above the full performance level, the candidate must be licensed. The appointing official may waive the requirement of licensure for a period not to exceed 3 years for a LPMHC that provides care under the clinical supervision of a licensed LPMHC who is at or above the full performance level. This exception only applies at the entry level (GS-9). For grade levels at or above the full performance level, the candidate must be licensed. The Human Resources Office will provide the unlicensed LPMHC in writing the requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. The written notice must be provided prior to the entrance on duty date. Failure to Obtain License. In all cases, LPMHCs must actively pursue meeting state prerequisites for licensure starting from the date of their appointment. Failure to become licensed within three years from date of appointment will result in removal from the GS-0183 LPMHC series and may result in termination of employment. Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Licensed Professional Mental Health Counselor, GS-9. Experience, Education, and Licensure. The GS-9 grade level is the entry grade level for LPMHCs with less than one year of experience(post-master's degree) or for LPMHCs at the master's or doctoral level) who are graduates not yet licensed at the independent practice level. Unlicensed LPMHCs at the GS-9 grade level have completed the required education listed in paragraph 3.b., and are working toward completion of prerequisites for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to engage in intake and assessment, problem identification, diagnosis, treatment planning and implementation, continuum of care, evaluation and follow-up. 2. Knowledge of current Diagnostic and Statistical Manual (DSM) of Mental Disorders in formulation of treatment goals and application of appropriate clinical interventions using professional counseling practices. 3. LPMHCs may provide clinical supervision over the clinical practice of an unlicensed LPMHC or LPMHC trainee. Some state licenses do not license an individual to provide clinical supervision to trainees or unlicensed LPMHCs.
