Duties
This Supervisory Transportation Security Specialist position is located in Security Operations, Domestic Aviation Operations (DAO) division, Canine (NEDCTP) Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Represents the interests and Direction of DAO Executive and Operational Directors with HQ program offices and field leadership to ensure consistent and effective field canine operations.
Provides oversight to Transportation Security Specialists (TSS) ensuring engagement with executive-level Federal Security Directors (FSDs) and Law Enforcement entities to resolve requests for assistance, requirements application, problem solving, resource management, and performance deficiencies.
Provides oversight to personnel conducting analysis of both operational and performance-based metrics and goals to ensure compliance with Transportation Security Administration (TSA) programs; develops and recommends approaches to address current and anticipated problems and trends.
Serves as the liaison and conduit with TSA program offices, DAO Hub offices, and the Aviation Coordination Division (AVCOR), including the National Explosive Detection Canine Training Program (NEDCTP).
Manages allocated resources (staff, budget, equipment, etc.) to organize workload and meet priorities and objectives.
Leads the application and implementation of continued canine modernization efforts across airports to include providing high-level feedback on the impact and effectiveness of related initiatives from an operational perspective.
Serves as the first-line supervisor and directs all aspects of the work of subordinate employees including planning, assigning, reviewing, and evaluating work and performance, setting priorities, coaching and employee development, approving leave and recommending and/or approving disciplinary actions.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Identifying and solving complex problems and facilitating a resolution; and
Conducting program oversight and understanding of methods involved in canine training and assessment; and
Using quantitative analysis techniques to evaluate the effectiveness and efficiency of projects/programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
