This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Performs maintenance and repair of mechanical locking devices, key-in-the knob, office equipment and emergency exit locks.
Duties
Perform visual and operational checks to locate source of trouble and determine the best method for opening malfunctioning locking devices.
Remove broken keys from keyways and opens standard locks when keys are missing by such methods as picking, shimming, spreading, and slipping.
Obtain replacement parts from manufacturer's catalog and make repairs and key/rekey locks by using addition, subtraction, multiplication, and division to determine whether to add, remove, or shorten various sized of tumblers.
Change the combination-type locking devices by key or manually by disassembling, changing the position of tumbler centers, and reassembling.
Install locking devices in doors, desks, office equipment, safes and other units using templates and in making necessary minor alterations to locking mechanisms and units to assure correct fit.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include, evenings, nights, weekends, and holidays.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of an Locksmith Worker without more than normal supervision. Ability to perform common locksmith duties such as lubricating and cleaning parts with appropriate lubricants and solvents to straightens bent parts, smooth burrs and scratches, replace defective parts, reassembling, performing operational test, and reinstalling the locking devices. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.- Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
Physical Effort: Work at this level seldom requires lifting or carry of items weighing in excess of 40 lbs. The employee frequently stands, stoops, bends, kneels, and works in awkward positions when installing and opening locks and emergency exit hardware on-site.
Working Conditions: Work at this level is normally done inside in areas that are well lighted, heated, and ventilated. Occasionally, work is done outside in bad weather or in areas that are drafty and poorly lighted. The employee is exposed to the possibility of cuts, scrapes, and bruises.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
