The position serves as Contract Officer Representative who monitors the effective use of task order services and automated data processing contract implementation for the Pine Ridge Service Unit in Pine Ridge, SD. The incumbent will provide oversight and functional responsibility on contracts. The position reports to the Deputy Chief Executive Officer.

Duties

Monitors contracts, prepares associated contract documents and ensures completeness, assists technical and managerial personnel in putting together and working procurement actions to procure materials, equipment and services and evaluates contractor's performance. Coordinates the provisions of various services and requirement contracts and verifies invoices for payment for funds to the vendors, monitors new and amended contracts to ensure understanding of contact terms and compliance by both contractor and government personnel, ensures quality and timely work performance and reconciles contractor invoices, vouchers and supporting documents. Performs a variety of activities relating to the preparation and coordination of documentation and provides other special program support related activities, coordinates project reviews, provides administrative tasks in support of the organization. Provides substantive advice and guidance to users on contract contents, recommends contract modifications and prepares changes for submission to contracting office. Establishes and maintains contract files in accordance with governing regulatory procedures and maintains tracking system and monitors and tracks obligations and expenditures throughout the execution phase of each contract.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review requisitions to determine method of procurement. Perform contracting methods and contract types relating to the performance of pre-award and post award. Evaluate bid or proposals for compliance with specifications or purchase descriptions. Negotiate prices. Monitor contract responsibility. OR Completion of a master's or equivalent graduate degree or Two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR A combination of graduate education and specialized experience that when combined, fully meet the minimum qualifications for this position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. Only graduate education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education. GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Evaluate market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility and performance. Identify alternate courses of action by analyzing difficult contractual functions. Resolves incomplete or conflicting technical, program, and contractor data. Plan and coordinate procurement activities. OR Completion of a Ph.D. or equivalent doctoral degree or Three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR A combination of graduate education and specialized experience that when combined, fully meet the minimum qualifications for this position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. Only graduate education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements by the respective cut-off date for application review.
