Duties

This position is located in the Logistics (S-4) Section of a Brigade/Group/Troop Command of the Army National Guard (ARNG). Under the direction of the Officer in Charge (OIC) or Commander, this position functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. May serve as the organizational Property Book Officer responsible for routine accomplishment and oversight of property accountability functions in subordinate organizations. Supervisory duties are performed less than 25 percent of the work year.
1. Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics. Provide oversight to property book operations. Analyzes and coordinates information and requirements with other command levels/sections in the area of supply and equipment readiness for the organizational readiness report. Reviews, analyzes, and develops plans to optimize the impact of future authorization documents and/or force structure changes and the impact on organizational readiness.
2. Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assists in the preparation for additional command level inspections in the area of logistics and maintenance. Plans and coordinates periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority.
3. May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings.
4. May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in actions and its impact on readiness. Coordinates annual supply reconciliations with the state level headquarters. Also coordinates the processing of backorder reconciliations and equipment status profiles.
5. May establish quality control procedures and oversees the edit of all documents. Ensures documents are accurate and properly input into the automated system. Establishes administrative procedures and oversees the flow of subordinate/command documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data.
6. Analyzes requirements, develops forecasts, directs re-allocation, and provides guidance for the execution of funds for all decentralized logistics resources. These may include operational funds such as secondary stock funds, office supply accounts, transportation funding, various classes of supply, etc. As the senior approving official for government purchase card program, provides oversight and guidance to subordinate organizations.
7. Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Plans, organizes and assigns work to subordinates engaged in logistics and property management at the command level. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities.
8. Is the primary point of contact for the conduct of new material information briefings for the command. Acts as the command representative when developing memorandums of understanding/agreement for the introduction of new equipment. Plans and directs the issuance of the new equipment to the subordinate organizations based upon their impacts on organizational readiness reporting and mission execution.
9. Acts on behalf of the commander when attending logistical conferences, meetings, or other forums in which information must be provided or decisions are required.
10. Represents the National Guard and the Commander in the community. Coordinates logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, community support projects, natural disaster or civil disturbance planning, and the use of facilities for training.
11. Performs other duties as assigned.

- This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.

MINIMUM REQUIREMENTS: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions.
