The primary purpose of this position is: To act as the Chief, Current Operations for multiple Mission Design Series (MDS) aircraft assigned to Air National Guard Air Force Reserve Command Test and Evaluation Test Center (AATC)
Duties
Plans, organizes, and integrates all AATC assigned fighter test and training operations into the host 162nd Wing and utilized ranges process.
Plans and organizes all air operations related scheduling activities.
Analyze and compensate for numerous changes in aircraft, range, aircrew, and supporting unit personnel availability to ensure operations meet test objectives.
Maintains a continuous liaison with National Guard Bureau Air Staff, other service counterparts, DOD offices, Major Commands, and Program Offices to develop, plan, and integrate Air Force operational test requirements as they pertain to AATC test programs.
Unit liaison for visiting unit deployments to support AATC tests.

- Employee must be able to obtain and maintain a Top-Secret Security Clearance and be able to qualify for access to SCI and various Special Access programs.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II /Type 5 / Code O.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of legal, federal, state, and local regulations, range contractual agreements, and range environmental issues and policies. Knowledge of a wide range of Air Force operational concepts and range contract management procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force, and MAJCOM's organization. Knowledge of military command structure, missions, programs, organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have more than 2 years of progressively higher level graduate education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. NOTE: You must submit copies of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and understanding of legal, federal, state, and local regulations, range contractual agreements, and range environmental issues and policies. Knowledge of a wide range of Air Force operational concepts and range contract management procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Air Force, and MAJCOM's organization. Knowledge of military command structure, missions, pro- grams, organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of aircraft operations and execution principles including airspace and aircraft maintenance scheduling procedures, limitations, governing regulations, policies, and procedures. Knowledge and understanding of all facets of range operations, to include highly classified operations, programs, and procedures. Detailed knowledge of Air Force policies, procedures, and management practices across a complex, multi-mission installation.
Knowledge of test and evaluation methodologies to develop and implement innovative modifications to standard accepted methods and practices of operational test, necessitated by unique limitations and requirements of test plans. Working knowledge of program security, industrial security, and physical security standards and practices.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy; and establish effective working relationships with others at the Squadron, Group, Wing, MAJCOM, and Department level.
Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternative solutions and making recommendations to resolve problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
