Salary Ranges are the following unless statutory/regulatory rates prevail.
For the Redstone Arsenal, AL Location: $62,358 to $81,065 (includes 21.48% locality)
For the Fort Belvoir, VA and/or Dahlgren Location: $68,405-$88,926 (includes 33.26% locality)
For the Schriever AFB, CO Location: $61,460 to $79,897 (includes 19.73% locality)
For the Kirtland AFB, NM Location: $60,597 to $78,776 (includes 18.05% locality)
Duties

This position is part of the Department of Defense (DoD), Missile Defense Agency. The incumbent will be responsible for receiving on-the-job training, mentoring from a senior specialist and/or formal specialized training to develop subject matter expertise in accordance with (IAW) a formalized training plan designed to progress to target level.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Contract Specialist at the NH-1102-2 broadband level some of your typical work assignments may include:
Assists team to solicit, analyze, evaluate, and negotiate contractors' proposals for highly specialized research and development requirements for programs/activities of the Missile Defense Agency.
Supports senior Contract Specialist to coordinate, analyze, and negotiate acquisitions of both cost reimbursement and fixed-price contracting in such areas as prototype development of sophisticated research and test equipment; weapons systems; software systems development; and services contracts.
Works with team to provide business advice and conduct acquisition planning and, in coordination with the technical program office, makes recommendations on the contractual strategy to be used in the acquisition of a specific program element. Prepares required determinations and findings. Prepares and assembles solicitation documents.
Supports team to negotiate individual contracts to obtain products or services for the Government at a fair and reasonable cost within acceptable time frames and designs final contract.
Serves as a point of contact for advising and assisting the contract specialists in areas not requiring contracting officer authorization, such as, coordination of future procurement requirements; preparation of required procurement supporting documentation; and the resolution of specific procurement problems.

- Relocation/recruitment incentive up to $5,000 may be approved unless regulatory or statutory rules prevail.
Qualifications
You may qualify at the NH-02/GS-09 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-07 grade level in the Federal service as listed below and must meet two of three specialized experience listed below in order to be qualified:
Communicating both orally and in writing.
Working in a team environment, including cross-collaboration among peers.
Experience with Microsoft Office Suite
OR
B. In lieu of specialized experience, 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. You must include your transcript with your application.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
