About the Position: As a Budget Technician (OA), you will prepare budget summaries and financial management reports using statistical data and automated financial accounting systems. This position is located at HQ US FORSCOM in Fort Liberty, North Carolina.
Duties
Performs budget administration functions to include budget execution analysis in support of the organization and its subordinate commands.
Reviews annual budget forecasts and spending plans, and recommends adjustments based on historical data and training plans.
Performs a variety of budgetary, administrative and statistical functions to determine funding program validity and provides written assessments.
Researches, compiles, verifies, and summarizes data involving salaries, expenses, and other object class information.
Reviews annual spending plans to identify variances from projected monthly expenditures and reimbursements.
Provides management information, advice, and assistance to the Chief/Deputy on assigned administrative programs/projects.
Provides guidance on a wide range of topics including, but not limited to, personnel management practices, security, awards/evaluation policy, TDA trend analysis, financial management certification and civilian recruitment.
Performs personnel management functions to ensure all evaluations are submitted in accordance with end of evaluation timelines and suspense dates.
Serves as the Division Time and Attendance Administrator responsible for input to the Automated Time and Attendance and Production System (ATAAPS) for personnel assigned.
Interprets Army and Forces Command regulations/policies pertaining to office operations and business processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires a Financial Management Level I Certification and is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Failure to obtain the Financial Management Level I Certification within the required time may subject the selectee to adverse action.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes 1.) Formulating budget summaries and reports using statistical data; 2.) Utilizing automated financial accounting systems to input and process data such as Defense Travel System (DTS)/ Government Travel Card (GTC); 3.) Reviewing budgetary data, preparing financial management reports using General Fund Enterprise Business System (GFEBS); AND 4.) Overseeing fiscal laws, policies, procedures and guidance affecting the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
