About the Position: Serves as a Full Deputy to the Chief of Operations and Operations Manager (OM) of all Federal Harbors on Lake Erie in Ohio.
Duties
Directs and coordinates the overall operation and maintenance activities of the navigation system in the area of responsibility.
Provides direct supervision and work direction for the District's Repair Fleet, the only hired labor operating and maintaining the harbors in the lower Great Lakes, as well as office engineering and administrative staff.
Directly responsible for operating and maintaining the Ohio Area Office and the Toledo Project Office through a combination of contracted work, hired labor, and ULA.
Exercises the full range of responsibilities as Deputy, Operations Branch, and manages operation and maintenance activities for the District, a civil works engineering organization responsible for water resource management over parts of three states.
As operations manager of all Federal Harbors on Lake Erie in Ohio, has overall responsibility for operations, maintenance and repair channels.
Review and evaluate program status, defines, and resolves unusual complex problems, and adjusts initiatives and priorities as needed.
Coach and mentor the team in the selection and application of appropriate problem-solving methods and techniques.
Provide technical advice needed to determine how to accomplish work efficiently and economically within operational and fiscal requirements in terms of man-hours, equipment, materials, and supplies.
Develop performance standards, makes formal and informal performance appraisal of staff, identify training needs, and recommends and/or approves awards.
Lead project delivery teams in managing scope, cost, schedule, risk, procurement strategies, and all other aspects of execution.
Establish long-range planning goals and projections of future needs in terms of manpower, funds, floating plant, and services.

- One-year supervisory probationary period may be required.
- This position requires to obtain and maintain a valid state driver’s license.
- This position requires to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position requires incumbent utilizes computers and software, including Corps-developed software.
- This position requires walking, standing, bending, or carrying light objects such as but not limited to files, books, and papers. Exposure to hazardous conditions.

Specialized experience is defined as: 1) Interpreting policy, guidance, and processes to execute projects based on risk, constraints, and requirements; 2) Working with numerous, often-conflicting parties using negotiation and facilitation tactics as well as analytical and conflict resolution skills to resolve controversial problems, conditions, or issues; and 3) Leading project delivery teams in managing scope, cost, schedule, risk, procurement strategies, and all other aspects of execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
