You will serve as a PROGRAM SPECIALIST (CPPA) in the ADMINISTRATION DEPARTMENT (N1) of TRAWING FIVE.
Duties
You will serve as the Wing Program Specialist and Command Pay and Personnel Administrator (CPPA).
You will act as the Subject Matter Expert (SME) for all pay and personnel related issues and counsel, mentor, instruct and provide oversight to the Program Operations Support assistants and CPPA billets within the TRAWING.
You will serve as the critical link between the military service member, his or her command, and the supporting personnel support organization.
You will provide input to the director on issues related to pay and personnel within the command.
You will facilitate pay and personnel transactions for command personnel on the behalf of the pay and personnel supporting organization.
You will facilitate command level support to Billet Based Distribution (BBD) processes within the command.
You will provide guidance to command personnel to changes to pay and personnel policies and procedures.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
To qualify for the GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising personnel on pay policies and procedures (e.g., Department of Defense Financial Management Regulations (DODFMR), Joint Federal Travel Regulations (JFTR), or CPPA Handbook, OPNAVINST 1000.23) to resolve program issues (e.g., Naval Standard Integrated Personnel System (NSIPS), Electronic-leave (E-Leave) or Electronic Service Record) for a Command Pay and Personnel program.
To qualify for the GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative support by assisting with management functions (e.g., researching or interpreting policies and procedures) for a Command Pay and Personnel program.

Completion of a master's or equivalent graduate degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)

Completion of 2 full years of progressively higher level graduate education leading to such a degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)

Completion of a LL.B. or J.D., if related (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)

A combination of experience and graduate education as described above that equates to one year of experience
