This position is located in the International Institute of Tropical Forestry. The incumbent serves as the Contract Coordinator for large, complex procurement programs that are mostly national in scope. The incumbent must be fluent in Spanish and English.

Duties
Provides support to the program and its customers by facilitating the contracting process and information flow with the program’s Budget Coordinator, program leadership, and Program Managers.
Collects quantitative and qualitative data in significant areas related to procurement and contract operations and produces reports.
Works with Contracting Officers, customers, budget staff, systems staff and vendors to resolve problems occurring during the procurement process.
Supports acquisition planning initiatives by coordinating annual requirements with customers to prioritize planned contract actions.
Leads or serves as a team member for special projects within the procurement arena as they arise.
Requirements

Qualifications

Selective Placement Factor:
Incumbent must be fluent in English and Spanish. This position, located in Puerto Rico, and requires fluency in both English and Spanish to be able to communicate with employees, customers, contractors, and other collaborators.
In addition to meeting the above language requirement, you must also possess experience and/or directly related education in the amounts listed below.
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service.
Specialized experience is defined as three or more of the following:
Performing procurement analysis;and/or
Preparing activity reports from quantitative and qualitative data; and/or
Monitoring policies and objectives;and/or
Developing and implementing solutions to problems in systems, workflow, and business processes;
OR Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in business finance, accounting, or a general business degree;
OR Have an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
