Duties
As a Supervisory Equal Employment Specialist, you will perform the following duties:
Serve as Director and EEO Officer for NOAA's Equal Employment Opportunity (EEO) and Affirmative Employment programs, including management of the agency's informal complaint resolution, alternative dispute resolution, and special emphasis programs.
Assess the organization's EEO program to determine compliance with policy and regulation.
Provide oversight and direction to staff EEO Specialists in consultation, negotiation, and communication strategies to conduct inquiries, explore resolution of complaints, and develop EEO Counselor's reports, ensuring specificity, compliance and submission within statutory and Departmental regulations and procedures.
Management of a Federal bureau and regularly directs the work of two or more other employees, in addition to having the ability to make suggestions and recommendations as to the hiring, firing, advancement, and promotion of other employees.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-5 (GS-15) grade level:
Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 (GS-14) in the Federal service. Specialized experience MUST include all of the following:
Leading, directing or developing Equal Employment Opportunity (EEO) or affirmative employment programs or initiatives;
Advising or counseling on improving or revising equal employment policies; and
Providing advice or training to staff on equal employment or affirmative employment programs.
