Duties

As a Supervisory Equal Employment Specialist, you will perform the following duties: Serve as Director and EEO Officer for NOAA's Equal Employment Opportunity (EEO) and Affirmative Employment programs, including management of the agency's informal complaint resolution, alternative dispute resolution, and special emphasis programs. Assess the organization's EEO program to determine compliance with policy and regulation. Provide oversight and direction to staff EEO Specialists in consultation, negotiation, and communication strategies to conduct inquiries, explore resolution of complaints, and develop EEO Counselor's reports, ensuring specificity, compliance and submission within statutory and Departmental regulations and procedures. Management of a Federal bureau and regularly directs the work of two or more other employees, in addition to having the ability to make suggestions and recommendations as to the hiring, firing, advancement, and promotion of other employees.

You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 (GS-15) grade level: Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 (GS-14) in the Federal service. Specialized experience MUST include all of the following: Leading, directing or developing Equal Employment Opportunity (EEO) or affirmative employment programs or initiatives; Advising or counseling on improving or revising equal employment policies; and Providing advice or training to staff on equal employment or affirmative employment programs.
