This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Ice Harbor Project is a multi-purpose hydropower project. Pasco, WA. This position is permanent, full-time seasonal and is expected to work between 6 to 8 months out of the year (April through October).
Duties
Perform duties necessary for the beautification and maintenance of the area.
Cuts and trims grass, cuts weeds, rakes leaves and grass cuttings, and disposes of debris and leaves.
Beach clean-up, trash collection, tree watering and cleaning and supplying public comfort facilities.
Assists with building fences, picnic shelters, and various other projects.
Perform various other labor duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the employee to use personal protective equipment provided by the employer.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Laborer without more than normal supervision. I have the ability to perform the duties of a Laborer. Experience performing manual laboring tasks associated with grounds and facilities maintenance after being instructed on what is to be done and how to do the task, able to operate equipment such as power mowers, power trimmers, power edgers, powered weed-eaters and/or related hand tools to perform grounds maintenance work, and able to lift and/or move loads such as moving heavy loads of dirt, cement or asphalt pushing a wheelbarrow.
