As a Program Specialist in the Advanced Projects Office, Wallops Flight Facility (WFF), you will be responsible for leading strategy, coordination and advocacy for new aerospace flight projects, scientific research, and technology development, managing proposal development and agreement activities utilizing WFF capabilities, formulation management for missions, and providing policy guidance to external customers concerning use of WFF capabilities and facilities.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as the technical expert in NASA's Wallops Flight Facility (WFF) Advanced Projects Office and represents Wallops in meetings with potential new customers.
Serves as a proposal and formulation manager, as assigned, for Goddard Space Flight Center (GSFC)/WFF (bid and proposal) new business development opportunities and solicitations utilizing WFF suborbital and special orbital capabilities.
Serves as a Wallops liaison between NASA/GSFC, Wallops tenants, other federal agencies, private industry, and academia customers in formulating customer support requirements for new projects, partnerships, and support agreements.
Develops proposals, conducts special studies, and reviews, and formulates partnership agreements with external partners in response to NASA solicitations utilizing WFF program and project services.
Develops support concepts, reviews customer requirements, expected results, budgetary estimates, and provides support recommendations to senior management for proposed new projects.
Coordinates within the Directorate, Facility, and Center to establish support requirements, cost, schedule, deliverables, and services.
Serves as an authoritative source of information for decisions and guidance concerning new business activities relating to the Directorate, Facility and Center capabilities.
Formulates and negotiates agreements and plans for project and institutional support of new customer activities.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Supporting formulation management of missions in at least two of the following areas: research & development opportunities, airfield, aircraft, range operations, facilities, engineering, sounding rockets, balloons, and safety efforts;
Building customer relationships with internal and external stakeholders; working in collaborative environments leveraging diversity, and communicating with diverse stakeholders;
Supporting project management activities in at least two of the following areas: team forming, requirements capture, concept development, budget coordination and schedule development.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Independently performing formulation management of missions in at least four of the following areas: research & development opportunities, airfield, aircraft, range operations, facilities, engineering, sounding rockets, balloons, and safety efforts;
Building customer relationships with internal and external stakeholders of critical strategic value to an organization; working in collaborative environments leveraging diversity, solving complex problems, and communicating with diverse stakeholders;
Independently performing project management activities in at least four of the following areas: team forming, requirements capture, concept development, budget coordination and schedule development.
