About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research Engineer Lab (CRREL).

GS 12: $98,240 - $127,707
This position provides promotion opportunity to the GS-12 grade level without further competition when eligible and recommended by management.
Duties
Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects.
Performs as the project team leader who implements corporate decisions, guidance, regulations, and policies.
Participates in programming decisions affecting long and short-range courses of action for assigned projects.
Contributes input to the operating budget related to projects assigned.
Identifies customer problems and facilitates appropriate resolution.
Interacts with higher officials internal and external to the organization.
Regulates the quality of projects to ensure they are completed on schedule and within budget.
Requirements

GS 11: Specialized Experience: Specialized Experience: One year of specialized experience which includes: Contributing with the development of presentations to customers; Participating in the accumulation of expenses and determination of financial trends; Reviewing project plans to ensure adherence to guidelines and policies; Understanding of agreements with federal, state, or local entities; and Operating program management software. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS 12: Specialized Experience: Specialized Experience: One year of specialized experience which includes: Communicating and resolving problems with project partners at all levels; Managing and/or controlling schedules and budgets; Developing project management plans; Negotiating agreements with federal, state, or local authorities; and Utilizing automated systems to input and retrieve pertinent program information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 or GS-11).
