The employee serves as a Budget Analyst for the Financial Management Division and is responsible for the planning, coordinating, integrating, and managing, of the resource related functions of assigned divisions and/or directories.
Duties
This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of 5 U.S.C, as amended by P.L. 116-92, SEC 1109 and further amended by P.L. 116-283, SEC 1117.

Incumbents typical work assignments may include the following:
Planning, coordinating, integrating, and managing, of the resource related functions of assigned divisions and/or directorates.
Ensures internal administrative controls have been established and are operating as intended to provide reasonable assurance that government resources are protected against fraud.
Overall responsibilities for the total spectrum of programming, planning, appropriations management, and budgeting functions of the complex PFPA programs for all appropriations.
Develops and submits of the POM for assigned divisions to the PFPA Financial Management Office.
Provide decision support and analysis to support the budget.
Analyzes trends in fund utilization and prepares periodic command cost and performance reports to compare actual with forecasts.
Prioritizes and distributes funding within controls among assigned divisions.

- This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and
annually thereafter.
- This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
- This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
- Incumbent is required to obtain and maintain a Secret security clearance.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:1) applying knowledge of the Department's Planning, Programming, Budgeting and Execution; the Office of Management and Budget; and Congressional Budget processes;2) experience providing technical guidance to management or higher level officials on budgetary/financial management laws, policies, procedures, regulations, and directives;3) projecting/analyzing the potential effects of financial/budgetary actions on the viability of major programs/operations, and recommending approval/disapproval of budget request/justifications;4) applying knowledge of the federal budget process in order to prepare the POM, Future Years Plan, and respond to financial data calls.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
