You will serve as a CONTRACT SPECIALIST in the Science Acquisition Support (SAS) Department of Naval Health Research Center (NAVHLTHRSCHCEN SDIEGO).
Duties
You will assist the Department Head of the SAS Department with advanced acquisition planning and alternatives for recurring and long-term requirements.
You will assist in reviewing contract proposals prior to submission to local contracting offices.
You will plan, communicate, and advise on procurement-related matters to the Department Head of SAS in order to provide technical assistance and direction during contract management.
You will be responsible for identifying and resolving complex contractual problems and issues by applying expert knowledge of regulations.
You may support the Government-wide Commercial Purchase Card Program.
You will assist in monitoring contracting technical performance and deliverables over life of the contracts, solving problems related to pre-award and post-award changes, claims, payments, etc.
You will serve as technical liaison between contractor and contracting officer to assure government requirements are properly communicated throughout entire procurement process.
You will administer Naval Health Research Center's SAS contract invoice approvals, ensures efficient and timely processing for receiving, processing and paying.

Qualifications
In addition to the Basic Education Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing acquisition law, regulations, policies, principles and procedures in a Research and Development Operations and Maintenance environment;
Experience utilizing pre-award and post-award contracting procedures for both large and simplified procurements;
Experience reading and analyzing company proposals and comparing proposals to government issued Request for Proposal;
Experience advising departments on the preparation and/or development of contract specifications to meet contractual requirements;
Experience monitoring contract technical performance over the life of the contract and issue correspondence to resolve problems;
Experience developing and implementing solutions to solve procurement or contractual problems;
Experience monitoring contractor performance to ensure compliance with the terms and conditions of the contract, quality of products, and services delivered; and
Experience with the Government-wide Commercial Purchase Card program.
Preferred Experience:1 year experience as a Contracting Officer's Representative in the military health services, medical operations and/or R&D environment is preferred.
Defense Acquisition University- Contracting Certification is preferred.
Defense Acquisition University- Contracting Officer's Representative (COR) certified is preferred.
Experience with Navy Enterprise Resource Planning is preferred.
Knowledge of the most current principles, procedures and techniques for planning, developing, implementing and administering all contractual aspects of highly complex acquisitions. This includes knowledge of the command's values and program objectives, technical requirements or its science activity, business practices, sources of supply, so as to assist program managers in planning appropriate procurement strategies and identification of the most attractive contractors and sources of supply is preferred.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
Additionally, in lieu of specialized experience for the GS-11 grade level, you may qualify with the following education or combination of both education and experience:
- 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The education must have provided the knowledge, skills, and abilities necessary to do the work.
