This position is located in the Office of Research and Development (ORD), VHA Central Office. The purpose of this position is to plan, design, coordinate, develop and implement accounting/auditor activities within the Non-Profit Program Office (NPPO) for the VA non-profit corporations (NPC's) throughout the nation through the Research Non-Profit Program Administrator (NPA). * This vacancy may be filled in Washington, DC or a location to be determined in a VA facility or other VA-leased space*

Duties

Selection at a lower grade level does not guarantee promotion to the full performance level. Major Duties may include, but are not limited to: Collects and conducts a comprehensive review of NPC Annual Reports to VA in addition to compiling data required for VA's Annual Report to Congress working side-by-side with the Senior Auditor. Conducts on-site assessments of VA Nonprofit Corporations (NPCs) assigned to this position, drafting the written report to the Nonprofit Program Office (NPPO) and finalizing the review. Conducts substantive reviews of annual financial data, document anomalies or plan corrective actions to address material weaknesses, and ensure follow-up on corrective actions. Develops special reports as project progress when significant issues are identified that require immediate corrective action. Presents the results of projects and addresses questions and concerns during team meetings and briefings with VA ORD executives and during exit conferences with VA Nonprofit and staff. Ability to communicate verbally and in writing with a variety of people from differing background and levels of understanding. Researches reviews, analyzes, interprets and provides commit and technical advise to the NPPO Director on new and pending legislation, regulations and General Accounting (GAO), Office of Management and Budget (OMB), Department of Treasury (Treasury), VA guidelines, standards and requirements. Identifies existing data resources, coordinates research areas and reviews relevant legislation, regulations, VA policies and other internal and external reports to accomplish project objectives. Analyzes information gathered to evaluate compliance with program regulations, policies and procedures, to evaluate accomplishment of program goals and to assess the economy and efficiency of operations. Work Schedule: 8:00am - 4:30pm, Monday - Friday Compressed/Flexible: May be authorized. Telework: Available (applicant is required on site 50% of work schedule per pay period). Remote: This is NOT remote position. You must be willing to report to a physical duty station listed on the announcement. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Auditing Series 0511: Individual Occupational Requirements (IOR) All applicants MUST meet the following IOR Requirements: Basic Requirements for Financial Auditors and Attestation Auditors For the Individual Occupational Requirements (IOR) ONLY, a transcript must be submitted with your application if you are basing all or part of your qualifications on education. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. ** This education must be verifiable on your transcript. The Combination of education and experience must be verifiable in your transcript and on your resume..** There is no educational substitution at the GS-12 and above grade levels. However, for the Individual Occupational Requirements (IOR) ONLY, a transcript must be submitted with your application if you are basing all or part of your qualifications on education. Selective Placement Factor (SPF): Experience with VA Auditing regulations, policies, and procedures. In addition to the Individual Occupational Requirements and the Selective Placement Factor, you MUST also meet the specialized experience requirements. GS13 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Auditor, GS-0511-13 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service to qualify at the GS-13. Examples of specialized experience include: Develops special reports as project progress when significant issues are identified that require immediate corrective action. Researches reviews, analyzes, interprets and provides commit and technical advise to the director on new and pending legislation, regulations and General Accounting (GAO), Office of Management and Budget (OMB), Department of Treasury (Treasury), VA guidelines, standards and requirements. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
