This position is located in the Debt Management Center (DMC), Support and Special Operations Division, in St. Paul, MN. The primary purpose of this position is to serve as a Systems Accountant providing guidance and technical assistance for accomplishing the work of the data analytics team and ensures assigned work is completed timely. The incumbent performs duties in data analytics under the SSOD Division Chief, who reports to the DMC Director of Strategic Management & Special Operations.
Duties
Designing and maintaining connections to databases and creating the framework for reporting systems; this includes fixing coding errors and other data-related problems.
Mining data from primary and secondary sources, then reorganizing said data in a format that can be easily read by either human or machine.
Collaborating with programmers, engineers, and organizational leaders to identify opportunities for process improvements, recommend system modifications, and develop policies for data governance.
Creating appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary.
Using statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts.
Preparing reports for executive leadership that effectively communicate trends, patterns, and predictions using relevant data.
Receiving and analyzing various financial system reports and prepares/consolidates those financial reports to identify problem areas, trends, and opportunities for improvement.
Using established analytical techniques to review trends, process efficiency, and statistical data developing recommendations for improvement.
Communicating pertinent financial trends and areas of risk to management while identifying and providing data required for use in the management and direction of programs.
Conducting ad-hoc and recurring data extracts and reporting for complex requests involving numerous VA financial systems.
Work Schedule: Hours for this position will be established between 6:00 a.m. - 6:00 p.m.

Promotion Potential: GS-13
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. Qualifications
Specialized Experience:

Basic Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In Addition to meeting the Basic Requirement you must meet the specialized experience described below:
To qualify for the GS-13: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.
