Duties
The Director of Communications ensures consistent development and delivery of corporate legacy and memorialization initiatives in NCA. He/she provides guidance, executive oversight, and first level leadership over the offices of Public Affairs and Outreach and Digital Services teams within NCA. He/she is an integral part of NCA's leadership team and works closely with senior leaders to formulate, direct, and oversee the management of NCA overall public communications. The duties of this position play a critical role in informing NCA staff, Veterans, stakeholders, and the public of the valuable memorial benefits administered by NCA earned by Veterans and Service Members.
Serves as the principal advisor to NCA on matters relating to Media Relations, Outreach, Strategic Communications, Crisis Communications, Public Affairs Planning and Digital Communications including the NCA Website, social media, and the Veterans Legacy Memorial. The incumbent directs and is responsible for all aspects of the program areas, including planning, evaluation, advisory, training, consultative, and reporting functions for the organization. A key aspect of all this the evaluation of and reporting on the effectiveness of NCA communications and outreach programs and related contracts.
Represents and speaks for the USMA, Principal Under Secretary for Memorial Affairs (PDUSMA), NCA Chief of Staff and other executives at a variety of meeting and conferences with authority to commit NCA to public engagement programs and courses of action. The incumbent coordinates the policies, plans, and operational approaches designed to most effectively carry out all aspects NCA communications programs with other organizational elements outside the Department of Veterans Affairs. Provides advice, guidance, and support to NCA Central Office, District Offices, and National Cemeteries regarding public affairs matters.
Works in lockstep with the Director of NCA History and Education Programs to ensure educational and history based outreach or public education programs are synchronized with overall NCA communication efforts.
Formulates annual and long-term budget requests and implements recommendations regarding budget allocation, staffing, and program implementation. S/he ensures the sound implementation and monitoring of financial management controls. Maintains close working relationships with NCA Senior leaders to ensure integration of education, history, correspondence, partnership, and digital programs throughout NCA.
Analyzes new or amended legislation, and develops policy covering programs, activities, or functions for the Office of Engagement and Memorial Innovation. Coordinates or synthesizes scientific/technical issues with economic considerations that reflect a balance and meet the policy intent and needs of the program.
Performs related program and administrative management functions, such as planning, evaluating, training, correspondence control, and special projects including serving on boards or committees involving public affairs, communications initiatives, outreach and Digital Services and related program areas. Incumbent researches and analyzes related programmatic and administrative issues, applies complex analytical techniques, and develops recommendations for appropriate corrective actions or solutions.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 11/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develop and coordinate the implementation of programs and initiatives throughout an organization; administrative and leadership skills, work with the top officials in the resolution of controversial problems that influence the image or character of the department; analyzing the problem to affect appropriate solutions to a wide range of management and image issues that could affect policy, direction, resource allocations, and services; formulate annual and long-term budget requests and implement recommendations regarding budget allocation, staffing, and program implementation; research and analyze related programmatic and administrative issues; apply complex analytical techniques, and develop recommendations for appropriate corrective actions or solutions. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work requires travel necessary to conduct meetings, seminars and site visits. Work is typically performed in an adequately lighted and climate-controlled office.
