The primary purpose of this position is to serve as a principal safety and Occupational Health manager, providing, planning, directing, organizing and exercising control over non-supervisory employees assigned to the Safety Branch for a complex multi mission installation.

Duties

Plans organizes and directs the activities for the training wing safety office ensuring that the safety program complies with legal and regulatory requirements and meets customer needs Serves as a principal safety and occupational health manager. This includes Occupational Safety SNCO. Represent Safety branch with a variety of installation and functional area organizations. Implements plans, policies and procedures ensuring compliance with safety codes and standards. Prepares supplements to regulations and manuals and develop specialized local regularizations defining mishap prevention, handling, and storage procedures based on interpretation and or adaptation of higher command instructions and policies formulated by other federal government agencies.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is subject to on call status.
  • Must pass an initial pre-employment medical examination, periodic medical examinations required, physical fitness/physical agility tests, meet established hearing standards, and discern colors, contrast and depth.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Click on the following link to view occupational requirements for this position. Safety and Occupational Health Management Series 0018 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying expert knowledge of the theories, principles and practices of flight safety and technical safety ability sufficient to provide leadership at the national level in the development of aviation specific safety processes and trend analysis. Experience will facilitate communication during mishap investigations and aviation SAVs, by understanding fighter aircrew language, issues and operational conditions. Findings are presented to commanders during in brief, out brief style presentations as well as in detailed informative graphics, slide shows and safety updated to senior leadership. Comprehensive knowledge of the body of laws, regulations, policies standards, procedures, methods and techniques applicable to a broad range of aviation safety requirements sufficient to plan, direct coordinate, and manage SAVs and mishap investigations as required. Knowledge of safety standards and policies facilitates incumbent's information gathering during SAVs and mishap investigations and helps identify actionable solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of safety requirements, methods, and techniques regarding accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Knowledge of risk assessment methods and techniques for evaluation of Occupational Safety and health risks. Knowledge of basic construction standards, methods, practices, techniques, materials and equipment to determine compliance and regulations and standards. Skill in the interpretation of engineering drawings and specification sufficient to identify hazardous conditions and proposed facilities. Reality to plan, direct, organize, work and meet deadlines PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
