This National Guard position is for a TRAINING TECHNICIAN, Position Description Number NGD2509000 and is part of the OH 180 Fighter Wing, Ohio Air National Guard.
This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to initiate, research, develop, manage, and control training programs.
Duties
As a TRAINING TECHNICIAN, GS-1702-9, you will perform the following duties:
1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records systems and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Based on the distribution of skills, job proficiency, evaluations, technical evaluation, tests, etc., prepares training schedules and course outlines and determines the means by which such training can be attained; i.e., formal off base training, Field Training Detachments, Mobile Training Detachments, classroom, etc. where satisfactory arrangements cannot be made, seeks the assistance of Host Wing/Base Education and Training office or higher headquarters where no Wing/Base Education and Training Office exists.
2. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program for 15 to 20 AFSCs. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Conducts unit in and out-processing of personnel to include Permanent Change of Station, ETS and deploying personnel. Implements and manages training programs, policies and procedures as directed by Host Wing/ Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Familiarize Group staff with training concepts, scope, methods and procedures. Coordinates and disseminates training policy and program changes to supervisors and trainers.
3. Manages the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the Air Force Training Course (AFTC), automated training record system, and Training Business Area (TBA). Serves as Wing POC for functional administration of Training Business Area (TBA) under Air Force and MAJCOM directive. Assists all Wing TBA users with system access and troubleshooting. Maintains Master Training Plans (MTP) guides/ assists supervisors with development and monitors the use of MTPs. Schedules and conducts formal classroom instruction during the work-week. Develops educational and training objectives and measurement devices.
4. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units. Researches, interprets, analyzes, and applies DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning). Ensures application procedures for officer and enlisted residence Developmental Education (DE) are complete and in accordance with prescribing directives. Responsible for the management of military and civilian formal school programs. Administers the Air Force Training Course (AFTC). Responsible to train personnel to instruct the AFTC as required.
5. Serves as focal point for all Career Development Course (CDC) enrollments, reenrollments, waiver requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures. Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests. Evaluates packages for completeness and ensures accuracy and compliance with Higher Headquarters directives and applicable laws.
6. Performs other duties as assigned.

Qualifications
GENERAL EXPERIENCE:
Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
