This position serves as a Supervisory Data Scientist GS-1560-14 and will directly report to the Director of the National Center for Collaborative Healthcare innovation (NCCHI). NCCHI is managed in collaborative agreement with the National VHA Innovation Ecosystem; under the Deputy Undersecretary for Health, and the VA Palo Alto HealthCare System (V AP AHCS); in the VA Sierra Pacific Network (VISN 21 ).

Duties

Duties to include but no limited to the following: Full management and development responsibility for NCCHI data resources. The national VA technological infrastructure to be utilized includes cloud-based systems such as VA Enterprise Cloud, Python, R, Data bricks, SQL, Microsoft Azure Machine Learning, Amazon AWS Artificial Intelligence & Machine Learning Suite, and other emerging technologies and tools NCCHI Advanced Analytics Administration Duties: Amends or rejects work not meeting established standards; refers questions or matters not covered by established standards to the supervisor for higher level review; monitors working conditions. Presents findings and results in manuscript format, using the highest scientific standards, with the goal of publishing findings in peer reviewed scientific and/or medical journals. Makes recommendations for future development, monitors implementation, and performance for scalable solutions, as appropriate. Promotes a climate in which staff can identify problems and develop innovative solutions for improving processes. Collaborates with clinical and non-clinical services throughout the entire health care system to track and monitors staffing needs, requests, and development of enhancements. Collaborates and work with the national VHA Innovation Ecosystem, under the Deputy Undersecretary for Health, to collaborate on the prioritization, development, and testing of scalable solutions that facilitate far reaching positive outcomes for both clinical and nonclinical teams to be utilized throughout the country. Data Science Project Work & Advanced Analytics Duties: Expert knowledge in data science and analytic techniques. Personally, performing and/or leading teams in conducting analyses using statistical tools such as mathematics, statistics, performance measurement, and advanced analytics such as artificial intelligence, machine learning and natural language processing for cloud computing and analyzing data sets.to define opportunities, quantify, and rigorously validate new or improved innovative solutions. Codes with languages such as python or R and uses SQL and other data processing and analytics tools and software to analyze data sets and uses data visualization tools such as MS Power BI, Tableau, MS Excel, ArcGIS, and others to generate reports and develop compelling stories that convey statistical or technical information to non-technical audiences. Have broad understanding of healthcare workflows and care delivery, allowing them to identify problems that can be improved or solved through data science solutions. Responsible for extracting and analyzing data, using high-level programming languages and advanced statistical methods. Technical Responsibility, Authority and Oversight Duties Building interfaces with other applications systems to share information in an approved manner and coordinating with Office of General Council, national Chief Technology Office, Office of Information Technology, and internal/contracted data architects, machine learning engineers and developers, as needed for deployment of solutions into clinical care. Serving as a recognized authority and the VHA Innovations expert and troubleshooter in analyzing, evaluating, and resolving systems performance issues and problems that were developed for VHA. Program/Operations Supervisory Duties Responsible for conducting supervisory duties which includes, but is not limited to, development of performance standards; writing position descriptions; assigning, coordinating, evaluating, and monitoring work; approving leave; certifying time and attendance; rating performance; counseling employees; and initiating disciplinary actions, when necessary. Hears and resolves complaints from employees. Initiates recruitment actions and interviews and selects new hires. monitors key performance indicators on the feasibility and success of analytics projects, and acts as the project leader, which typically includes diverse interdisciplinary teams. Work Schedule: Monday to Friday 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Individual Occupational Requirements:(IOR)Basic Requirements: Degree: I successfully completed a degree in Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. (TRANSCRIPT REQUIRED) or Combination of education and experience: I possess a combination of education and experience that provided me with Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.(TRANSCRIPT REQUIRED) In addition to meeting the (IOR)Basic Requirement above, you must also meet one of the following additional requirements. You may qualify based on your experience as described below: GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Mastery of advanced principles, methods and techniques of data science, analytic, and statistical methods to accomplish program goals; Applying advanced management and leadership concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the organization; Assess and improve program effectiveness, complex management processes, and systems; Ability to formulate and implement strategic goals, performance measures and guidelines for implementing Departmental or Governmentwide policy initiatives; Knowledge of the management and organizational structure of hospitals and health care institutions, with a specific knowledge of the structure and function of the Department of Veterans Affairs(VA) and the Veterans Health Administration (VHA); Plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs, requirements, or organizational opportunities.
