About the Position:
Serves as a Financial Management Analyst for the US Army Humphreys Engineering Center Support Activity and its support of the Defense State Memorandum of Agreement (DSMOA) payments and obligations, HECSA and 249th Battalion and Prime Power School, CFO Financial Reports, NCR Non Labor Cost Transfers, and Army Geospatial Center (AGC) close-out appropriation information.
Duties
Monitors CFO Compliance and Asset management including Construction-in-Progress (CIP) management which ensures Standard General Ledger balances are correctly reflected in CEFMS.
Reconciles Real Property and Personnel Property reports ensuring Financial and Physical records are in compliance with CFO Act including valid accruals.
Advises Program Manager, customers and others on the status and availability of funds, in accordance with statutory and regulatory guidance and policy.
Conducts joint unliquidated obligation reviews with assigned customers.
Compiles/coordinates all CFO Audit Sample information with applicable action officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain Financial Management Certification Level II within 24 months of appointment and maintain thereafter.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes utilizing automated accounting/finance systems for funds control/management, reporting, and research; interpreting regulations and policies to ensure compliance with Fiscal Law requirements; AND performing analysis to evaluate and recommend alternative methods and solutions to improve financial management program operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
