This is a National Guard Title 32 Excepted position for a HR ASST, Position Description Number PDD1047000 , and is part of the SC HRO, South Carolina Army National Guard.
Duties
This position is located in the Human Resources Office. The primary purpose of the position is to provide limited technical assistance and clerical support to Human Resources Specialists within the office and to managers, supervisors and technicians of the serviced organizations on of human resources matters. Performs work in two or more human resources specialties (i.e. employee relations, employee benefits, recruitment and placement, classification, and/or compensation) in the accomplishment of a comprehensive human resources management program. May accomplish work through the use of an automated system.
Work performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the closing date of the job vacancy.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):
Area of Consideration: This position is open to Areas 1 Only.
Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard
GENERAL EXPERIENCE REQUIREMENTS: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 9 months experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records. Experience following oral or written instructions to accomplish work. Experience establishing and retrieving files and information. Experience using common computer software designed for word processing.
CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

Education
Substitution of Education for specialized experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
