About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade, Network Enterprise Center in Fort Leavenworth, KS
This position will be filled on a permanent basis.
Duties
Develops and/or identifies techniques or methods to use in gathering data and documentation for a variety of diverse and complex activities
Prepares professional work products, such as memos, reports, briefing papers, and other documents to provide a current compliance and security snapshot
Provides advice/guidance concerning Information Assurance and Cyber Security matters to higher ups
Reviews and evaluates the impact of new systems or system changes against Agency IA/Cybersecurity configuration management, architecture, and network security standards and requirements
Provides technical assistance and security guidelines in the areas of IT, data integrity, intrusion detection, firewall management, forensic, and legal issue coordination, telecommunications and administrative security.
Responsible for gathering and analyzing information obtained though network security appliances, document review, previous audit reports, written policies and procedures.
Responsible for assisting with assembling teams of technical personnel within other branches to investigate potential vulnerabilities and resolve specific incidents (e.g., intrusions, classified messages on improper system, malicious logic)
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position is designated NON-Critical Sensitive -- in order to perform the duties of this position, the incumbent must be eligible for, receive, and retain a Secret clearance based on a Tier 3 Investigation.
- Must obtain and maintain an Information Technology Infrastructure Library certification within six months of entry on duty. IAW DoD Publication 8570.01 Reference (a), 08/11/15 this position is designated as an IAT-II.
- Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
- This position requires the employee to occasionally travel away from the normal duty station 10% of the time.
- Subject to call back for overtime after duty hours with a requirement to report within 2 hours of notification.
- Incumbent is subject to being on call and may be required to carry an after duty hours cell phone.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Providing technical security advice and assistance on the implementation, and operation of all ICAN management information systems; Ensures IT devices and networks are secure utilizing the security-focused processes and tools; Conducts continuing surveys of threats and vulnerabilities so as to properly assess risks and determine effective mitigation measures to minimize such risks.
