This is a position of a Medical Technician assigned to the Phlebotomy and Quality Management Specialist Unit within Pathology & Laboratory Medicine Service whose primary duties will include coordinating phlebotomy team operations and performing routine phases of property management.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but not limited to: Draws blood from medical center inpatients and outpatients for requested laboratory tests. This includes using special drawing techniques and assuring that proper tubes are used and the correct amount of blood is drawn. Verifies the patient as the individual denoted on the request and labels all tubes with the patient's full name, full social security number, date, and time to insure proper identification. Performs blood drawing duties in a courteous manner; makes the patient feel as comfortable as possible. Responsible for, but not limited to collecting timed specimens such as growth hormone, peak and trough drug levels, glucose and lactose tolerance specimens; instructing patients in procedures to be followed prior, during and after tests, making out schedules for a patient to follow in order to obtain the correct blood specimens at the required time; labeling arm bands and drawing cross match samples; and blood cultures; and responding, reporting, and assisting in emergency situations. Incumbent receives requests for testing into the laboratory; verifies the accuracy and completeness of the request; interacts with hospital personnel to correct discrepancies; recognizes emergency situations and takes necessary action; establishes priorities for emergency situations and takes necessary action; establishes priorities for emergency orders; and notifies technologists of impending work. Incumbent will distribute and balance the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Keep in touch with the status and progress of work, and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise. Incumbent possesses or develops an understanding and sensitivity of the individual needs, beliefs, and/or expectations of patients with various backgrounds. Incumbent is respectful toward patients' values and practices resulting in overall patient satisfaction and comfort level. Incumbent takes into consideration the following, on each individual patient: Incumbent will be responsible for Drug Free Workplace Program and ensuring all staff maintain their certification. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 6 position you must have served 52 weeks at the GS 5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One year of specialized experience which includes: involve either a high degree of specialization, the ability to perform difficult tests in a narrow area (e.g., blood banking) or an unusual breadth of assignments, and the versatility and skill to perform tests in a full range of areas (microbiology, hematology, chemistry, blood banking).OR, Education: Four year course of study leading to a bachelor's degree with a major study or at least 24 semester hours in subjects directly related to the position, such as: Chemistry, Nursing, Biology, Medical Technology, Life Sciences, or Clinical Laboratory Science. (Note: You must attach a copy of your transcripts.) . OR, Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Customer Service (Clerical/Technical)Integrity/HonestyPlanning and EvaluatingSpecimen Collection IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
