This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as Supervisory Physical Scientist, and Chief, Detection Branch, in the Physical Science and Technology Division in the Research and Development (RD)-Chemical and Biological (CB) Technologies Department.

Duties

As a SUPERVISORY PHYSICAL SCIENTIST at the GS-1301-15 some of your typical work assignments may include: Incumbent is responsible for supervising and managing a portfolio of research efforts aimed at developing supportive technologies in the area of chemical and biological detection. Serves as the senior DTRA-CB subject matter expert in the areas of chemical and biological detection. Is recognized both within and outside the organization as a technical authority, expert and consultant in a broad range of scientific subject-matters and programs related to the development of detection technologies against biological and chemical threats.

• This is an Acquisition Workforce position in the Engineering and Technical Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
• The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Expert technical and operational expertise in CBRN detection systems development, including CBRN biological and chemical analytical techniques, and extensive experience in directing the development of CBRN biological and chemical analytical techniques and systems development to meet DoD missions, goals and objectives. Leadership - Experience directing and guiding multi-functional development teams, providing status and decisional briefs to senior leadership; experience with assessing, mentoring, and conflict resolution of team members. Experience leading and establishing interdepartmental and intergovernmental relationships and agreements necessary to accomplish programs. Technical project/program development and management - Extensive experience creating, building, guiding and assessing research and development programs/projects, including gap analysis, strategy development and implementation, and project initiation. Extensive experience providing direction and oversight to ensure the integrity and quality of the technical program planning and execution, compliance with policy and budget, consistency with mission priorities, and administrative productivity. Acquisition, Financial Management and Planning - DAWIA level 3 or equivalent experience and knowledge of DoD acquisition policies and procedures in order to evaluate program effectiveness, cost-efficiency, and achievement of stated goals and objectives to include the development of financial plans associated with complex multi-project research and development portfolios and managing financial resources to achieve obligation and expenditure goals and adjusting financial plans based on new/varying requirements. Extensive experience communicating both orally and in writing in order to convey technical issues in a programmatic arena to varying levels and background audiences Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1301, series as listed below: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
