Duties

Recommends needed Bureau procedures, policies and system based upon thorough knowledge of field organizations and programs. Perform Bureau-wide development project work as assigned by the Washington Office. Evaluates excess acquisition, and replacement of vehicles and heavy equipment, and ensuring maximum proceeds are obtained for the Working Capital Fund through the sale of replacement vehicles. Operates disposal program for all Field Offices and Bureaus/Offices of the Department of Interior. Reports personal property excess to the Department's needs to GSA by means of automated reporting techniques; coordinates exchange/sale program and administers application of proceeds. Monitors utilization and disposal of all categories of personal property. Recommends best utilization, redistribution, disposal, etc. Operates the personal property excess acquisition program for all Field Offices. Maintains ''want list"; reviews excess lists; establishes contacts with excess sources. Conducts and participates in analytical studies of present and proposed property management systems and programs. Develops and presents training to personnel from BLM Field Offices, the Washington Office, National Operations Center and other DOI Bureaus/Offices.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as performing a wide variety of technical tasks relating to property disposal system through reutilization, transfer, donation (R/T/D) and sales of excess property involving a large variety of specialized items and equipment, overseeing disposal contracts, selecting property for sale and preparation of sales write-ups. Ensuring property is efficiently and effectively accounted for, described, and made available to organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
