Duties

The role of this position is to serve as non-supervisory Team Lead Contract Specialist responsible for contracts involving such diverse areas as ship repair, maintenance and alteration; state-of-the-art ship's systems and subsystems, ship electronic systems, naval architecture/engineering and specialized technical representative services relating to boat maintenance, and boat product line supply production items. Qualifications

SPECIALIZED EXPERIENCE: To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include all of the following: Mastery of contracting methods and contract types to plan and carry out long-term pre-award and post-award procurement actions to include knowledge of the principles of acquisition planning sufficient to design and accomplish a plan for procurement of multi-year requirements, negotiated procurements, very large dollar-value procurements or procurements under formal source selection procedures. Ability to plan, solicit, evaluate and award contract for state-of-the-art or technically complex supplies and services. Advance skill in negotiation techniques to conduct contract negotiations with high-level industry and Government officials. Contract administration and termination skills sufficient to administer complex contracts which require day-to-day negotiations of significant contract changes, monitoring numerous special requirements, coordinating extensive subcontracting involvement and observing rigid time frames. Selectee must meet requirements for Federal Acquisition Certification in Contracting (FAC-C): 1. Professional certification within 36 months of entrance on duty. 2. FAC-C (Professional) Requirements: 3. DHS is adopting a single level of certification with foundational training and an examination, Federal Acquisition Certification in Contracting (FAC-C) Professional. New hires without certification shall follow the FAC-C (Professional) requirements. Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR): A valid, current FAC-C (Professional) is considered to have met the FAC-COR requirements for all levels, however, an individual with FAC-COR certification does not meet the requirements for the FAC-C (Professional). DOD Contracting Professional Certification: A valid, current DOD Contracting Professional Certification is equivalent to a FAC-C (Professional). Current federal employees certified at Levels l, Il, or Ill of the legacy FAC-C programs will automatically be certified in the FAC-C (Professional). Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. ecruitment incentives may be authorized. Recruitment Incentive - Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government. Relocation Incentive - Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment. Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
