Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Pacific Region, Engineering and Technical Review Section, with duty in Camarillo, CA. At the full performance level, GS-13 the major duties of this position include, but are not limited to the following: 1. Collects, reviews, and analyzes data, reports, and literature and incorporates this information into the planning and managing of renewable energy leases. 2. Improves existing methods, approaches, and procedures for Geographic Information Systems (GIS) analysis, mapping, and outreach. 3. Serves as project team leader for implementation of Bureau policies and regulations related to scientific data and GIS to facilitate and ensure compliance of BOEM activities with the requirements of BOEM policies, Outer Continental Shelf (OCS) Lands Act (OCSLA), and the Code of Federal Regulations (CFR) related to energy and mineral development on the OCS. 4. Serves as representative for the Pacific OCS Region on geospatial and cartographic subject matters. 5. Independently prepares maps and documents for various OCS programs, rulemaking, or activities. 6. Works to improve procedures for preparing, reviewing, approving, and streamlining cartographic and geospatial documents and procedures. BOEM has determined that the duties of this position are suitable for telework with supervisor approval. Salary Information GS-12: ($101,121- $131,452) per annum. GS-13: ($120,246- 156,323) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BOEM-MMNN-25-SR-012(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: Cartographer (1370) A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). -OR- B. Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. Geographer (0150) A. Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. -OR- B. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience GS-12 To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Applying geospatial data and mapping tools to support suitability modeling processes. 2. Creating maps and figures to support and illustrate decision making and activities. 3. Managing and geospatial data and databases. 4. Experience with online web-based mapping systems. Must meet all. GS-13 To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Applying geospatial data and mapping tools to support suitability modeling processes. 2. Creating maps and figures to support and illustrate decision making and activities. 3. Managing geospatial data and databases. 4. Experience with online web-based mapping systems. 5. Managing the procurement of software and/or renewable energy studies. Must meet all.
