You will serve as a Financial Management Analyst in the Commander Navy Reserve Forces Command, DCOS for Financial Management (N8), RPN Budget (N82), of COMNAVRESFOR.
Duties
You will routinely prepare responses to budget questions, reclamas, and tasking to justify each submission.
You will prepare annual phasing plans and updates throughout the fiscal year which encompasses over 200 accounts.
You will identify deviations from the plans, analyze causes, and formulate and propose solutions.
You will plan and analyze all components of pay and allowances, special pays, travel and per diem entitlement of officer and enlisted Navy Reservists related to various training and inactive duty training budget programs.
You will work with both internal and external customers to enhance the performance of assigned RPN projects.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level GS-09 or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-11: Experience managing budget analytics during the execution of an annual appropriation and coordinating financial requirements with program managers. Experience planning, preparing, and regulating allocation of an annual budget. Experience overseeing reimbursable accounts for current and prior fiscal years; calculating and analyzing cost estimates for each account, tracking execution and ensuring proper billing and reconciliation plus performance metrics to provide recommendations. Experience planning and analyzing all components of pay and allowances, special pay, travel and per diem entitlements. Experience utilizing integrated financial management systems and sub-systems such as NROWS, DTS, RIMS (FM), DJMS, SABRS, ERP, or similar systems to extract data, identify and resolve system problems, and maintain data integrity.

Possession of a Ph.D. or equivalent doctoral degree

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
