This position is part of the Office of Science - Consolidated Service Center, Department of Energy. As an Industrial Property Management Specialist, you will provide advice and assistance in the administration of programs that involves the management of Government-owned personal property.

As an Industrial Property Management Specialist, you will:
Requirements
- You must be a United States Citizen.
- This employer participates in the e-Verify program.

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- This position has been designated as Top Secret and requires a security clearance at the "Q" LEVEL. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- Occasional travel is required.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations. Permanent change of station (PCS) is not authorized.

Qualifications
INDIVIDUAL OCCUPATIONAL REQUIREMENTS
Undergraduate and Graduate Education: Major study - business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated:
Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property;
Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property;
Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property;
Knowledge of Government sales policies, regulations, and methods; and
Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.
In addition to the requirement above, you must also meet the specialized experience requirement below.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Advising contracting officers, contracting officer's representatives, or contractors on how to manage personal property.
Maintaining property management and personal property records to ensure data is accessible.
Providing staff guidance and technical support in the execution of personal property management programs.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Coordinating the implementation of policies or procedures for personal property management programs.
Monitoring contractor systems or procedures to ensure the physical protection and administrative control of personal property.
Administering personal property management programs for an organization.
There are no specific education requirements or substitution of education for experience for this position.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
