About the Position: The incumbent will serve as a Plans and Operational Specialist at the Directorate of Plans, Training, Mobility, and Security (DPTMS) in Fort Sill, OK.

Duties

Coordinate exercise planning with other directorates to maximize participation. Recommend remedies regarding training deficiencies. Develop new information about specific operations and/or domestic/contingency plans. Establish long-range plans to execute peacetime, transition to war, and wartime missions. Engage in the development of installation goals and objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must be able to obtain and maintain a Secret Clearance.
  • Stress is inherent in the nature of work. High noise levels, short-suspense, and other time-sensitive actions contribute to heightened demands on the incumbent.
  • Under crisis operations, expanded work hours, 7 day work week, and extended duty days may be required.
  • Incumbent may be required to serve as shift leader, subject to be on-call during training and emergency operations, requiring shift, weekend and extended hours.

Additional information about transcripts is in this document. GS-11 Specialized Experience: One year of specialized experience which includes; 1). Conducting research regarding daily operations and emergency planning to facilitate coordination of installation exercises, training events, and support operations; 2). Preparing documentation for leadership briefings regarding operational exercises and mission support; and 3). Reviewing operational plans and orders for compliance in accordance with installation regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes 1. Preparing plans regarding the installation's missions and contingency operations to ensure readiness; 2) Coordinating exercise requirements within the command and higher headquarters to prepare for unexpected events; and 3) Identifying organizational and training deficiencies to improve installation operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Attention to DetailPlanning and Evaluating Time in Grade Requirement: GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
