About the Position: The incumbent will serve as a Plans and Operational Specialist at the Directorate of Plans, Training, Mobility, and Security (DPTMS) in Fort Sill, OK.

Duties

Coordinate exercise planning with other directorates to maximize participation. Recommend remedies regarding training deficiencies. Develop new information about specific operations and/or domestic/contingency plans. Establish long-range plans to execute peacetime, transition to war, and wartime missions. Engage in the development of installation goals and objectives.

• Employee must be able to obtain and maintain a Secret Clearance.
• Stress is inherent in the nature of work. High noise levels, short-suspense, and other time-sensitive actions contribute to heightened demands on the incumbent.
• Under crisis operations, expanded work hours, 7 day work week, and extended duty days may be required.
• Incumbent may be required to serve as shift leader, subject to be on-call during training and emergency operations, requiring shift, weekend and extended hours.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes 1. Preparing plans regarding the installation's missions and contingency operations to ensure readiness; 2) Coordinating exercise requirements within the command and higher headquarters to prepare for unexpected events; and 3) Identifying organizational and training deficiencies to improve installation operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
