The position is located within the Office of Research and Development (ORD) at VA Headquarters in Washington D.C. The position supports the joint Merit Review Program (MRP) for the Biomedical Laboratory Research and Development (BLR&D) service and the Clinical Sciences Research and Development (CSR&D) service. BLR&D and CSR&D are two of four research services in the ORD.
Duties
Leads team to resolve non-compliance issues among applications, provides guidance to Field staff on polices, and communicates with facility offices and/or applicants to remediate application deficiencies.
Oversees Planning for semi-annual review meetings including logistics, contracting for working space and lodging, and administrative support. Ensures that internal deadlines are met regarding FACA meeting notices in the Federal Registry.
Subsequent to the review meetings, prepares notifications to each facility that accurately convey the review boards' conclusions including scores and percentile ranks.
Incumbent participates in program strategic and operational planning including the development of short/long range goals and objectives using lean processes and other quality improvement tools.
Develops, documents, and communicates new programs or changes, and takes necessary steps to implement changes or new programs.
Develops local procedures, which implement agency policies on research program development, administration, and evaluation.
Reviews project budgets and projections of costs of funding the MRP in order to make informed funding recommendations.
Analyzes proposal status reports and statistical data to document trends of research proposal submissions.
Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Manages and coordinates the Merit Review Program.
Establishes policies and procedures for the Merit Review Program.
Experience in analyzing funding results.
Analyzes proposal/application status reports and statistical data.
Oversees planning for semi-annual review meetings including logistics, working space, lodging, admin support and contractor support.
