This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York.

Duties

Implements pollution control programs, within industrial facilities and range locations on Fort Drum, New York. Performs site inspections, collects and analyzes data, evaluates results, and recommends corrective action and other procedures to ensure compliance with state, federal, and local pollution control regulations. Correlates environmental data, verifies results, and discusses technical aspects of work with scientists, engineers and other environmental experts. Assists in executing a variety of compliance programs including air, water, drinking water, environmental training, and hazardous materials generation storage, tracking and disposal. Responds to and provides basic guidance on cleanup of petroleum, chemical and wastewater spills.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A one year probationary period may be required.
  • A valid state driver's license is required.
  • Must obtain and maintain a Government Vehicle Operator's License.
  • Must be able to traverse rough, unimproved terrain without vehicular support, and climb ladders.
  • Must be able to meet the program associated physical/medical demands associated with applicable statutory medical surveillance requirements.
  • Trave for duty up to 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Physical Scientist (Environmental): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Familiarity with conducting environmental inspections (e.g., compliance inspections) and facilities inspections. 2) Conducting regulatory inspections to ensure compliance with local, state, federal environmental laws, regulations and requirements. 3) Responding to and providing environmental oversight for spills that may have included cleanup of petroleum, chemicals and/or wastewater. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: earth science, chemistry, biology, ecology, mathematics, etc. . OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
