THIS IS AN AIR FORCE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 TRAFFIC MANAGEMENT SPECIALIST (MI 110 LRS), Position Description Number D1481000 and is part of the MI 110 Airlift Wing, Michigan Air National Guard. This is a Temporary Indefinite vacancy for an appointment of 2 years.

Duties

***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in the ANG Traffic Management Branch. The purpose of the position is to procure transportation for freight and passengers on behalf of the government. Managers all functions of the branch, which includes directing the traffic management program, providing technical traffic management advisory services, establishing operating requirements, formulating traffic management policies, and developing traffic management programs for both peacetime and wartime. 1. Incumbent serves as the technical transportation advisor to the Director of Logistics and other base operating officials on all matters directly dealing with the military and commercial movement of personnel and equipment. 2. Ensures the traffic management and transportation services required to support the mission are accomplished; such as services incident to receipt, processing, and dispatch of commodity and passenger traffic, to include demurrage charges, drayage and other accessorial services not directly related in line-haul movements. 3. Inspects or provides for the inspection of commercial carrier terminals to locate and expedite the delivery of astray government shipments. Ensures carrier capability to comply with government requirements and specifications. 4. Administers the procurement of military and civilian passenger travel, both domestic and international. Supervises the arrangement of routing and reservations, ensuring special fares and/or discounts are utilized with feasible. 5. Manages an ensure s executive of the Reusable Container Program and the 463L Pallet and Net Program. Coordinates with functional mangers to ensure assets are accounted for, serviceable, stored properly, and maintained for emergency deployment. 6. Exercises supervision over subordinate employees. Implements provisions of personnel management, such as the Equal Employment Opportunity (EEO) programs, merit promotion, career development, performance appraisals, counseling service, incentive awards and position management.

Qualifications

Military Grades: E1 - E6 SPECIALIZED EXPERIENCE: Months Required: 24 Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint.

Education

You must meet the following Education requirement to qualify for this position:

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
