You will serve as an IT SPECIALIST (PLCYPLN) in the Information Systems and Technology (ISaT) Directorate of NAVAL SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will serve as an IT Program Management Specialist for Financial Management specializing in planning, organizing, and managing a major, substantive budget for an IT Network. You will ensure the effective integration of programming and budgetary planning. You will perform a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budgets for the organization’s IT Network. You will review, analyze, consolidate, and revise budget estimates, justification statements, unfunded requests, and Program Objective Memorandum (POM) submissions. You will serve as a recognized technical authority on the development and interpretation of budgetary guidelines, policies, legislation, and regulations covering the budgetary operations of a dynamic IT Network. You will serve as a certified Contract Officer Representative (COR), requiring an advanced understanding of program and resource management, risk assessment, contract performance measures, and budgetary and financial management principles/techniques.

  • This is a Cyberspace Workforce position, work role code: Program Manager, proficiency level Intermediate, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Communicating orally and in writing to present briefings, leading or making presentations at meetings that involve highly sensitive and/or controversial topics, issuing oral instructions to staff members, and/or guidance to senior management; 2) Negotiating effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in establish concepts and procedures; and 3) Applying a knowledge of and experience with relationships with internal and external leadership, other programs, and key administrative support functions within an employing agency and in relationships with other agencies to coordinate and manage a wide variety of interrelated and/or nonstandard procedures to resolve a wide range of problems.
