This position is located in North Carolina USDA/ Rural Development. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of activities related to the State's rural utility programs. This vacancy announcement is open to current Rural Development State North Carolina USDA/Rural Development. This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.

Duties

Serves as the state's authority in Community Program policies and activities comprising the Rural Utilities Services (RUS) and Community Facilities (CF) programs. Evaluates community program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems. Collaborates with the management team to develop and implement Rural Development's marketing program for the state. Directly supervises specialists and technicians and administratively oversees professionals assigned to the State Office Community Program Section.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). For GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: - 1. A clear understanding of accounting principles and the ability to analyze audits to identify historical trends in evaluating financial forecasts. - 2. A thorough understanding of water, wastewater, and storm water systems in North Carolina. - 3. A firm understanding of Revenue Bonds and General Obligation Bonds as security for Water and Environmental Program capital projects.
