The primary purpose of this position is to manage all personal wireless communications equipment, requirements, and networks for Buckley Air Force Base and tenant organizations as required.
Duties
Serves as Personal Wireless Communications Manager.
Serves as Technical Advisor. Provides technical assistance/guidance to system users, program managers, and contracting personnel.
Implements Telecommunication Programs and Special Projects.
Provides customer assistance and/or training for assigned personal wireless communications systems.
Develops Statement of Work for Personal Wireless Communications Projects.
Prepares Budget and Technical Reports. Prepares budgetary data in support of programs/projects.
Serves as the Alternate Installation Spectrum Manager.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and/or overtime.
- Based on operational necessity, TDY away from home base may require travel by military or commercial aircraft.
- Work requires the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for the position.
- Position requires a security clearance of Secret.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- A pre-employment physical is required for this position.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Specialized experience includes: Applying communications concepts, principles, and practices, to accomplish work processes through the use of personal wireless communications devices, methods, services, and facilities. Application of operational and performance characteristics of telecommunications to define, coordinate, plan, and satisfy user requirements for telecommunications equipment, systems, or services, and to review, develop, or interpret communications policies and procedures. Ability to review, analyze, and resolve technical problems involving systems compatibility, both installation-wide and external interoperability, circuits, switches, distribution, satellite linkages, and networking.

EDUCATION: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (NOTE: You must submit copies of your transcripts.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Practical knowledge of a telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements.
Knowledge of performance characteristics of Motorola trunked radio systems, services, computer software, programming, proposals, approaches, and equipment.
Knowledge of basic electronics theory, antennas and operating principles, the application of existing and planned technology to communications requirements, equipment interoperability and compatibility.
Knowledge of associated methods, software programs, and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, trunked radio systems, and other personal wireless systems).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
