The incumbent acts as liaison with other government agencies, customers, and constituents to foster the development of cooperative and supporting mechanisms for major programs and projects. *** Salary ranges does not include local market supplements ***

Duties

Identifies and defines information and intelligence requirements of specific technical, training, exercises, and support areas for different subprograms and projects. Researches, identifies, and analyzes program requirements and problems for projected and planned programs and operations. Provides guidance to other program managers in planning, preparing, and conducting analysis to facilitate completion of long-range planning documents. Provides guidance to other program managers in planning and conducting training for assigned personnel to develop individuals' knowledge, skills, and abilities.

  • Incumbent is required to travel by military or commercial aircraft in the performance of temporary duty (TDY)
  • Overtime and non-standard work hours may be required as workload demands

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of doctrines, plans, policies, and procedures which govern peacetime/hostage survival training. The position requires a working knowledge and understanding of personnel recovery tactics, techniques, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of operational survival, evasion, resistance and escape (SERE) tactics, techniques, and procedures; PR or joint tactics, techniques, and procedures that support the tasks to locate, communicate, support, recover, and reintegrate; and national-level capabilities in support of PR operations; and national-level capabilities in support of PR operations. Knowledge of organization, roles, and functions of the JCS, theater, USSOCOM, JSOC, and the interagency community; and customers' unit personnel, capabilities, and their tactics, techniques, and procedures. Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines. Skill and ability in conducting research, analysis, and developing reports with assessments of mission requirements that can be used to devise solutions to identify problem areas associated with projects or program area. Skill and ability in analyzing and synthesizing complex Code of Conduct-related research, training, and operational outcomes into finished products and policy documents on behalf of the executive agent. Ability to communicate both orally and in writing; with a mastery of written English and technical writing skills. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. During contingencies or wartime, the incumbent may be expected to perform duties and responsibilities to include exercises of wartime and/or contingency operations; deployment within CONUS/OCONUS communities; reporting for or staying on duty when other employees are excused; working overtime or irregular duty hours; and performing TDYs and other types of employment-related duties. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
