The primary purpose of this position is to serve as a developmental logistics management specialist in support of acquisition phases of assigned systems, programs, or major equipment. This is a developmental position in a career ladder.
Duties
Participates in planning, managing, and coordination of life cycle logistics support for a major weapon system or subsystem.
Participates in managing and monitoring acquisition projects through their execution.
Participates in discussion of new requirements, resolutions of problems, and coordination of work between involved agencies.
Participates in contract administration ensuring compliance with contractual and funding processes and procedures used in the development and delivery of products and services.

Qualifications
This position may be filled at the GS-9, GS-11, or GS-12 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE for GS-09: One year (52 weeks) of specialized experience at the next lower grade (GS-07), level, or equivalent (pay schedule, pay band, etc). Specialized experience is described as: knowledge of the basic principles, concepts, and methodology used in logistics management specialist; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to gather and analyze basic facts and draw conclusions; ability to learn the operation of automated data systems.
OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or L.L.B or J.D , if related that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
SPECIALIZED EXPERIENCE for GS-11: One year (52 weeks) of specialized experience at the next lower grade (GS-09), level, or equivalent (pay schedule, pay band, etc). Specialized experience is described as: knowledge of the principles, concepts, and theories of logistics management specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-presented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.
OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. SPECIALIZED EXPERIENCE for GS-12: One year (52 weeks) of specialized experience which includes experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing and implementing logistics policy, and/or functioning as part of a logistics management operation providing support to a specific mission, weapon system, or other program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of the logistics management specialist or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
