Duties
You will serve as a SUPERVISORY PROGRAM ANALYST in the INFORMATION WARFARE (IW) PROGRAMS AND REQUIREMENTS DIVISION of the NAVY INFORMATION FORCES (NAVIFOR) HEADQUARTERS located in SUFFOLK, VA.
You will perform a full range of supervisory responsibilities directly for two civilian employees and one active duty Navy O-6, and provide indirect leadership and supervision to 46 civilians, 15 military personnel, and 18 contractors.
You will review and approve work plans to be accomplished by subordinates, ensuring they are aligned to command priorities and goals.
You will serve as the principal authority for collecting, vetting and staffing of all Information Warfare requirements.
You will ensure the proper handling and protection of classified information, unclassified sensitive information, and personnel privacy sensitive information.
Requirements

- You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a mastery of program and requirements management and administration for program-related issues as they relate to the IW domain.
Experience providing a detailed understanding of principles, mission, functions, internal organization and programmatic requirements of NAVIFOR, as well as Administrative Control (ADCON) and subordinate commands.
Experience applying a mastery of a wide range of qualitative and quantitative methods sufficient to plan, schedule and conduct projects and studies to review current, proposed and future Assured C2, BA and IF capabilities and solutions proposed by the System Commands Program Offices.
Experience applying an expert knowledge of evaluative and analytical methods and techniques sufficient to evaluate and recommend implementation of initiatives that enhance or expand IW capabilities.
Experience applying a mastery of and extensive experience in the full breadth of Joint and Naval operational warfighting concepts and functional capabilities sufficient to ensure the Command's Assured C2, BA and IF portfolio plans are aligned with Joint developments, including Joint Task Force and Coalition/Joint Force Maritime Component Commander requirements.
