As Director, Division of Health Facilities Engineering located within the Office of Environmental Health and Engineering, Alaska Area Native Health Service, Anchorage, AK; the incumbent is supervised and receives general direction from the OEHE Director and has oversight over all IHS-Owned health care facilities in Alaska. Responsible for the planning, cost estimating and coordination of project activities with Area consultants to ensure safe and healthful environments at the health facilities.
Duties
Plans, coordinates and directs within the overall PHS-IHS objectives and policies, a Health Facilities Engineering program for the Alaska Area involving the maintenance, repair, preventive maintenance, alteration and construction activities.
Prepares Alaska Area Facilities Management budget by line item to include facilities operations, maintenance and repair and station personal property maintenance and repair.
Serves as consultant and technical advisor to the Area Director, OEHE Director, Staff, Tribal governing bodies and organizations including Area health care facilities planning and design, construction, alteration, maintenance, repair and the Preventive Maintenance Program.
Serves as construction consultant to the Area Planning groups, Tribal governing bodies and organizations and other government agencies, participates in projection plans for increase or conversion of facilities to meet the requirements of program needs and objectives and makes recommendations on all construction projects in the Area.
Plans and adjusts work schedules and operations to meet established objectives, priorities, deadlines and standards of care. Assigns work to employees in an efficient, equitable and selective manner to achieve satisfactory quality of patient care.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience applying engineering principles, concepts, and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Experience in overseeing a diverse workforce including developing goals and objectives of a facility management program such as preparing policies, procedures, and guidelines for implementing preventative and operations maintenance. Experience in serving as project manager for sustainability activities. Experience in reviewing architectural and engineering drawings for new building construction. Experience in performing administrative activities to effectively conduct a facilities management program.
SELECTIVE FACTOR
Thorough knowledge of professional engineering, Peer design and construction methods that requires a Professional Engineering registration. This position requires a Professional Engineer License issued by a U.S. state or territory.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
